Explained: Why an E-Pass System for Tourists Can’t Be Implemented in Kodagu(Coorg) Like in Ooty and Kodaikanal

MADIKERI(KODAGU): With growing concerns about tourist traffic and environmental pressure in Kodagu(Coorg), the idea of restricting entry through an e-pass system—similar to Udhagamandalam (Ooty) and Kodaikanal—has gained traction. But is it feasible? Here's what was discussed during a recent media interaction in Madikeri with Deputy Director of Tourism, Kodagu, Anita Bhaskar.


What Is an E-Pass System?


An e-pass system is a digital permit mechanism introduced in places like Ooty and Kodaikanal to regulate the number of tourist vehicles entering the hill stations. It aims to reduce traffic congestion, manage crowding, and protect sensitive ecosystems.


Why the Idea Came Up in Kodagu?


With increasing tourist footfalls, suggestions were made to implement a similar system in Kodagu to manage inflow, particularly to popular locations like Madikeri, Mandalpatti, and other ecologically fragile zones.


Why It’s Not Feasible in Kodagu?


1. Multiple Entry Points

According to Deputy Director of Tourism, Kodagu, Anita Bhaskar, Unlike Ooty and Kodaikanal, Kodagu has several entry points—from Kushalnagar, Virajpet, Kutta, and Makutta—which makes monitoring and enforcement challenging.


2. Highways Through Kodagu

Key national and state highways pass through the district, facilitating not just tourist traffic but also regular passenger and goods transport. Blocking or filtering this traffic would be impractical, says Anita Bhaskar.

3. Enforcement Complexity

According Anita Bhaskar, it is “practically not possible” to implement such a system due to the geographical and logistical challenges.


What Is Being Done Instead?


Work is underway to upgrade Mandalpatti junction—at a cost of ₹1.62 crore—to provide better facilities for tourists. This junction falls under Galibeedu GP and Forest Department control. Road improvements to the area are also being planned with the support of MLA Mantar Gowda.
