Karnataka Budget 2024: Kodagu’s expectations for sustainable development

As Karnataka Chief Minister Siddaramaiah prepares to present the state budget on March 7, all eyes are on what it holds for Kodagu. The district, known for its scenic landscapes and coffee plantations, is in dire need of a well-structured development plan that balances economic growth with environmental conservation. While the previous budget brought very few initiatives like an integrated public health laboratory, a cardiac unit, a viral research and diagnostic laboratory, and a sports hostel in Ponnampet at a cost of Rs 5 crore, Kodagu requires more focused policies to address its unique challenges.


A special policy for Kodagu


Kodagu’s environment is under increasing strain due to unregulated tourism and infrastructure deficiencies. The district requires a special policy that prioritises environmental protection while promoting sustainable tourism. Tourists flock to Kodagu throughout the year, leading to overburdened roads, excessive waste generation, and strain on water resources. The budget should allocate funds for regulating tourism, including eco-friendly policies, better waste management, and stricter enforcement of construction norms in fragile zones.


Improving infrastructure and connectivity


One of the pressing issues in Kodagu is the poor condition of roads. Key routes such as the Madikeri-Virajpet, and Bhagamandala-Madikeri stretch and roads leading to tourist destinations suffer from neglect. Proper allocation in the budget for road repairs and new infrastructure is essential. Additionally, new taluks-Kushalnagar and Ponnampet require development with improved civic amenities, better transportation, and administrative facilities to cater to the increasing population.


Strengthening healthcare facilities


Kodagu lacks a multispecialty hospital, forcing residents to travel to Mysuru, Mangaluru or Bengaluru for advanced medical treatment. The government should allocate funds for a well-equipped hospital in the district, with specialised departments to address cardiac issues, trauma care, and emergency services. Strengthening primary healthcare centres across Kodagu will also help improve accessibility for rural communities.

Addressing human-animal conflict


The growing human-animal conflict in Kodagu, particularly with elephants and tigers, needs urgent intervention. Crop destruction and threats to human life have increased over the years. The budget should focus on long-term solutions such as improved forest management, establishment of elephant corridors, and compensation mechanisms for affected farmers. Strengthening forest patrol teams and deploying advanced tracking technology can also help mitigate conflicts.


Reviving agriculture and coffee cultivation


Coffee is the backbone of Kodagu’s economy, and the budget must prioritise initiatives that support coffee growers. The sector is struggling with fluctuating prices, climate change effects, and pest infestations. The government should introduce subsidies, research support for disease-resistant crops, and financial assistance for small-scale coffee farmers. Additionally, paddy farming, another key agricultural sector in Kodagu, should receive attention with farmer-friendly initiatives to boost production.


Ensuring sustainable tourism


While tourism contributes significantly to Kodagu’s economy, unchecked expansion is leading to ecological degradation. The government must promote sustainable tourism by regulating homestays, enforcing environmental guidelines, and investing in eco-tourism projects. Allocating budgetary support for responsible tourism practices will ensure that Kodagu’s natural beauty is preserved for future generations.


As Karnataka’s budget is unveiled, Kodagu hopes for a comprehensive development plan that safeguards its ecology while meeting its growing infrastructural and healthcare needs. The government must acknowledge Kodagu’s unique challenges and ensure that policies cater to both environmental conservation and economic progress. Only with a balanced approach can Kodagu continue to thrive while maintaining its identity as a pristine hill district.
